The construction of tanks at Howloons in close proximity to Cosmopolitan Dock, for the reception of Kerosene oil in bulk, from tank steamers, and the means by which the oil is subsequently to be distributed from this place, are matters now attracting public attention. In view of the large extent and value of the property which would be jeopardized if any accident occurred in carrying on the operations, we beg to suggest certain points in connection with them which we consider should be thoroughly investigated by Government before they are sanctioned.
We are aware that the opinions of experts on the subject under discussion are diverse, but after considering some of those expressed on both sides of the question it appears to us that local climatic influences render the handling Kerosene in bulk a process open to grave fears of risk of extensive damage, if effected in the position which has been selected, to the Shipping, Wharves, and Docks in the vicinity.
The first point to be considered is the discharge, bulk steamer lying in a position in which any oil that escapes will flow freely on the waters of the Harbour. It bears to be admitted that the risk, both of explosion and conflagration, is greater during the course of discharge when a vessel or tank is partially empty, than at any other time.
